According to a New Zealand Health Survey, approximately 1 in 4 residents of Southland are hazardous drinkers, the highest amount of any region. Hazardous drinking is defined as drinking patterns that carry a high risk of physical or mental harm. Many heavy drinkers start young, before they’re 18; some with parental permission.
